Information about Cookies

During the use of BKMS^® System, a text file (called a “session cookie”) is saved on your computer containing only the number of your session. This is necessary for technical reasons in order to establish the connection to a security-certified server. The “session cookie” does no damage to your computer, it does not access your data and has no relation to the contents of your report. If you close all browser windows after submitting your report, the “session cookie” will expire and be automatically deleted.

Confidentiality is at the heart of our concerns

Article 28 of the Law on State Supervision guarantees the confidentiality of the identity of persons who apply to the Court, and the information gathered is strictly secret, by virtue of the oath taken by magistrates after their election (art. 21 para. 1 LSurv) and by staff members when they are hired (art. 4 para. 1 of the Law on the Taking of Oaths). Only the criminal authorities may - by express decision - access information held by the Court.

How does this secure platform work?

How does this secure platform work?

The secure external platform BKMS^® System encrypts and stores the data on a server external to the Court of Audit. BKMS^® guarantees that no unauthorised access can take place. This means that you can communicate securely with the Court of Audit. It is impossible to trace the source and identity of the whistleblower.

The data is hosted in Switzerland.

Suspected corruption or suspected private use of public assets, misuse within remuneration systems or expense reports, cronyism in the award of mandates, dysfunctions in project management, signs of irregularities on public markets, arbitrary allocation of housing by a public institution. The consequences may be unwarranted costs for government, unequal treatment in the granting of benefits or disregard for the law in certain areas. All of the above may be reported using the secure platform even if they do not constitute a crime or offense pursued ex officio.

If you are a public servant or staff member of an authority (a cantonal or local government employee, an elected municipal official, etc.) and suspect that you are dealing with a crime or an infringement pursued ex officio, you are required to immediately notify the police (in person at the police station) or the Public Prosecutor (in writing: Ministère public, case postale 3565, 1211 Genève 3) under Article 33 of the Act on the application of the Swiss Penal Code (LaCP).

Why is it important to open a dialogue box?

In order to process an alert received, the Court needs detailed information. This dialogue box allows the Court to contact you to obtain the information it needs to investigate. You can also receive a personalised response to your alert.

If you do not open a dialogue box, the Court will only be able to process your report if it is sufficiently detailed and, if possible, documented. Furthermore, the Court will not be able to send you a personalised reply.

If you want to send an alert, click on the "Submit an alert" button at the top of our homepage.

The alert process consists of 4 steps:

The portal first asks you to read an information text about protecting your anonymity, and to answer a security question.
The next page asks you to indicate what your alert is primarily about.
The announcement page that appears allows you to formulate your alert message using your own words, and to answer questions about the case through an easy choice of answers. 5'000 characters are available for free text, which corresponds to a fully filled page. To support your alert, you can attach a file of up to 10 MB. After submitting your alert, the system will give you a reference number which will serve as proof that you have sent your alert.
Finally, you set up your own protected dialogue box. Through this, we will provide you with feedback, answer any questions we may have and, if possible, inform you of the progress of your alert, as the Court of Audit's objective is to ensure the proper use of public funds. As long as you do not enter any data that can be traced back to you, BKMS^® System technically protects your anonymity.

How will I receive feedback while remaining anonymous?

In order to receive a response to an alert, a dialogue box must be created. The main principle of the BKMS^® process used is the protection of the informant. The correct functioning of the anonymity guarantee is certified by an independent body.

When creating your protected dialogue box, choose a pseudonym/username and password yourself. Encryption and other special security methods ensure that your alert message remains anonymous at all times. You will not be asked to provide any personal information at any time during the posting process. Do not enter any data that can be traced back to you.
